Civil Air Patrol was established in 1941 and was chartered by Congress in 1946 as outlined in 36 U.S.C. §403. The IRS recognized CAP as a 501(c)(3) nonprofit organization in 1947. The aviation education program of CAP qualifies as a "nonprofit educational organization" for purposes of the exemption from retailers, manufacturers, communications, and transportation taxes.
