Lt Colonel John Fletcher

About the Vice Commander

Lt Col John Fletcher is the Vice Commander of Illinois Wing, Civil Air Patrol, United States Air Force Auxilary. He has oversight responsibility for the Wing’s Group’s and Squadron’s and Wing Diversity and Inclusion. Lt Col Fletcher provides leadership and Mentorship to the Wings’ 1000+ members Adult and Youth team members. He advises the Wing Commander and assists with day-to-day operations and administration of the Wing’s aircraft, vehicles, and communications equipment to support federal, state, and local missions. In the absence of the Commander, and will assume the duties of the Wing Commander. He is currently serving on the Great Lakes Regional Awards Committee.

Lt Colonel Fletcher first joined Civil Air Patrol in 1964 as a cadet in Wheaton, IL. Later served as Senior Member in the Squadron in Blytheville, Arkansas, while on active duty in the USAF. In November of 2007, he rejoined Civil Air Patrol in the Illinois Wing’s Fox Valley Squadron. Lt Col Fletcher most recently served as the Group Four Commander, prior duties included Fox Valley Squadron Commander, Deputy Commander, Deputy Commander for Seniors, Unit ESO, Unit IT, Unit SAR Officer, Unit HSO, Transportation Officer, Wing Finance Director, Group 22 Commander, and Wing IT Director as well as the Assistant position in many of these previous posts.

Lt Colonel Fletcher has held Emergency Services positions, Mission Staff Assistant, Mission Scanner, Mission Observer, Finance Admin Section Chief, Liaison Officer, Aerial Photographer(T). He has received many Citations and Awards over the years, Command Service Ribbons, 3 Achievement Awards, 4 Commanders Commendations Wing, and the highest Professional Development award, the Gill Rob Wilson award (Level 5).

He has attended National Emergency Services Academy in 2008 as a student in the Mission Aircrew School and has returned three additional consecutive years officially on staff, and has returned to MAS every year since to help with the setup and teardown weekends.

Lt Col Fletcher holds a Technician rating in Command, a Senior rating in Information Technology, and a Master rating in Finance.

Lt Colonel Fletcher’s Highest Educational Degree is a Doctorate. Work experience, 19 years as an Insurance Agent, followed by 26 years in the Information Technology field, where he served as the IT Director (CTO) for a $50M Non-profit with a $5M IT budget the last year there. Then ten years, as the IT Director/CTO for a Chicago Charter School district of three schools, 2 K-8, and one K-12, with 160 Teachers plus staff and over a thousand students in underserved neighborhoods in Chicago managing a budget of $2.5M and in some years as high as $4.8M. He retired in 2016 but still has a Consulting business specializing in Voice over IP Business Phone Systems, and he started in VOIP in the early days of the Industry in March of 1997. He’s been working in VOIP since the very beginning of the industry.

Lt Colonel Fletcher currently lives about 7 miles outside of Beecher, Illinois, near the Indiana border.
