An Update on the GLR Mission to Simulate Support of FEMA V, IL DoT, and AFRCC

SITUATION:
Civil Air Patrol's Great Lake Region continues its 14-day disaster-relief/SAR exercise. This operation simulates our ability to respond to flooding along the Mississippi and Ohio Rivers as well as our ability to manage other simultaneously occurring emergency missions. ILWG will prosecute tasks against FIVE mission numbers servicing FIVE simulated customers.
* Support to FEMA Region V (overdue) - damage assessment aerial imagery of the MS and OH Rivers
* Support to IL Dept of Transportation (overdue) - DAART imagery of Chicago-area (simulated) evacuation routes
* Support to AFRCC (Fri,Sat) - ELT searches in Southern IL and Northern IL. INCLUDING a missing aircraft search in Northern IL
* Support to US Army Medical Corps (Sat)- (simulated) Medical specimen transport (PWK to SPI)
* Support to US Army Corps of Engineers (next week) - ground-level imagery of bridges spanning the OH River

Unflyable weather and flight crew availability has put us a few days behind on aerial imagery delivery to (simulated) customers. Favorable flying weather on Friday afternoon, all day Saturday, and Sunday creates the opportunity to catch-up on overdue tasks and work injects we anticipate over the next 24-48 hours.
* Weather Forecast In Northern IL (DPA) - Friday - Partly cloudy skies. High 39F. Winds NNW at 15 to 25 mph. Higher wind gusts possible. Calmer afternoon/evening. Saturday - A mainly sunny sky. High around 50F. Winds SSW at 10 to 20 mph.
* Weather Forecast in Central IL (PIA) - Friday - Sunny skies. High 46F. Winds NNW at 10 to 20 mph.; Saturday - Mainly sunny. High 54F. Winds S at 10 to 20 mph
* Weather Forecast in Southern IL (MVN) - Friday - Abundant sunshine. High 49F. Winds NNW at 10 to 20 mph; Saturday - A mainly sunny sky. High 54F. Winds SSE at 5 to 10 mph

MISSION:
ILWG completes IL DOT mission Friday afternoon/evening.
ILWG opens Incident Command Post at Lake-in-the-Hills (3CK) Friday afternoon to prepare for operations on Saturday and Sunday.
ILWG IMT plans for air ops, ground ops, and comms for a busy weekend of SAR and DR tasks.

EXECUTION:
Incident Commander’s Intent: Complete ILDOT commitment NLT than 1900L by uploading a video to DAART platform for Area Command and customer review.
Open the ICP at 3CK and plan for OH River imagery, (simulated) medical transport, and SAR operations on Saturday and Sunday.

Coordinating Instructions:
1. Flight Release for Fri air sortie: MP to IC.
2. IC will coordinate the opening of ICP facility (1300-1900)
3. Saturday's IMT (IC, MSO, PSC, OSC, MSO, AOBD, GBD, and CUL) participates in Planning Call Friday afternoon/evening to cover SAR scenario and resource availability.
4. ILWG ES Personnel to evaluate Sat/Sun availability. IF YOUR AVAILABILITY HAS CHANGED CONTACT OUR RULs ASAP (please see email that went to the entire wing)
5. Some Saturday inbound air and ground sorties will be briefed and released Friday night.
Friday is for planning. Saturday and Sunday are for executing (four days of planned tasks wrapped into two).
